How will the actions (or failure to act) of the administration and Congress affect charitable giving in 2011?

There is currently much discussion regarding tax change.  No matter if any action is taken or not, charitable giving will become a key estate planning tool in 2011.  There are many factors that may cause this effect.  Such as the reduction of the estate tax exemption, higher gift and estate tax rates, and the increase in income and capital gains taxes.
